This tutorial will show you how to create a 3D toon car in Blender. The version of blender I am using for this tutorial is 2.41, please remember this is a toon car this tutorial isn't going to show you how to create a photo realistic car.
Tips:
Extrude: E Key
Have Manipulator turned on (easier to move vertexes straight)
Top View: numpad 7
Side View: numpad 3
Front View: numpad 1
Lets get started, open up blender. Hit tab on the default cube on the index to go into edit mode. Select all the vertexes (A key). Make sure you are in the top view, Now we need to scale it. Hit the S key and then the X key to scale out on the X Access, scale it out about 1 and a half squares on the grid from its original position, don't worry the width can be changed later.
You should now have something that looks like this:

Now go on over to the side view (3 key) then deselect all of the vertexes (A key) and select all of the ones farthest on the Y accesses and extrude about 3 times (you can do more) this is going to be the front of the car.
it should look like this from the side view:

Now to give it a toon feel select the middle 6 (looks just like the middle 3)�vertexes on the top of the 'hood' and move them up.
It should look like this from the side view:

now select the middle 2 and move them up slightly.
It should look like this:

you can adjust all of the curve and length to the hood to your preferences.
Hit 7 and go to the top view. select the front 4 vertexes and then scale them IN along the X access (S key then X key)
Select the next row and do the same but not quite as far to give you a nice curve. Select the middle 'row' and do the same there. Finally select the back 2 rows and scale them both in.
This is what it should look like:

Go back to the side view (3 Key) and select the farthest vertexes on the Y Access and extrude them 3 times like this:

Now it is starting to come together! YOU may not see it yet, but it is getting there.
Now we need to do the trunk. So select the back 4 vertexes and again extrude out along the Y Access 4 times then arrange it like this:

Now you can see that the front of the car looks a little long, so to fix this select it and hit S key then Y Key and move it to how you like it.
Here is what I got, it looks much nicer:

Alright, now it is time to start the roof. select the 4 vertexes right after the curve of the trunk ENDS and extrude them up. Move the extruded vertexes up to a height you like and move them back a little ways to make it look nice.
This is what it should look like:

Now we need to do the back ones. So extrude the 4 vertexes right before the curve of the trunk begins and move them straight up till they meet ABOUT where the front ones do.
It should look like this now:

Now comes a little more complicated part, select the top of the first 'bars' and extrude it a bit.
it should look like this:
select the front top 4 vertexes on the front bar and move them forwards then select the top 2 of that and move it down.
It should look like this now:

now to make it so when we connect it everything goes smooth we need to delete a face on the front bar so do so as in this picture:

Now we need to extrude the back one up so we can join the two together to make the roof. It is basically the same as the front one except without the little 'over hang' part.
So extrude up so the front and back are about the same and you should get something like this:

Now you also need to delete one face, from the top 4 vertexes at the top closest to the front bar to make it connect smoothly. so do so as shown in the picture below:

Now we need to connect the roof, so hold ALT on your keyboard and click the left mouse button and move it up a bit so you can see all the vertexes for the roof. your view should be like this:

The vertexes in the picture above are the ones we need to put together. You can only put them together by quads, so select the 4 vertexes that are cross from each other and hit the F key to make it a face. so it should be like this once you are done:

Here is something you DO NOT want to do:

now go to back to the side view. and hit CTRL-R and make a loop cut here:

And make another loop cut here:

Now do the same thing again but add the loop cut to the top.
Your car should look like this:

Now go to the top view (numpad 7) we need to add more loop cuts!
so here's what needs to happen, in this picture I have added 2 edge loops here:
now we need to add one more right down the middle of the car and we need to add the 3 inside the roof of the car in this picture it shows the middle one and inside the roof:

You need to add the middle ones near where the ones are on the outside of the car.
Now that all of this part is done we can now add the subsurf modifier. So go to editing (F9) and click on add a modifier then subsurf. You want to set the Levels as 2 and the render levels as 3, then click the little circle and a little triangle of vertexes should appear in there:
then over beside that under Link and Materials click set smooth.
Now its time to open up the windows.
Go to the front view and select these vertexes:

Hit delete and delete the FACES. Then Select the ones right behind the ones you deleted and delete them.
now you can see that there is parts missing all the way around the window, so we need to do the same thing we did to the roof to connect it, create faces by F make sure you select 4.
I went ahead and did the back window too, it is the same as the front except smaller.
Now your car should look something like this:

We are getting really close to completion now! we just need to do the wheel wells. So go to the side view, and now it is time for more loop cutting!
So we need to cut a loop like this, right along the side:

Now we need to make the shape different so it looks nicer so make it like this (tip: use the b key to select more than 1 vertex):

Now select these vertexes on 1 side:

Now go to the top view and extrude outwards 3 times, it should look like this:

now use ALT-left mouse button to go under the car.
Select these vertexes and move them up but make sure they don't come out the other side:

Once that is done go to the top view and delete the half of the car that does not have the wheel wells on it.
After that is done use the A key then hit shift D to make a duplicate and click your mouse right away so it does not move. now hit CTRL-M to mirror the duplicate on the X access and move it over so the middle vertexes are align. Now we need to put them together so select all of the middle vertexes and we need to use the rem doubles tool so first off look at the top right hand of�the screen there should be a part that says Ve: 0 - 420 this is how many vertexes you have, yours is probably different then mine, the 420 is the total vertexes and the 0 will change to the number of vertexes you have selected, mine selected vertexes were 80 so when I rem doubled I needed it to be half so you need to find a number in the rem double settings that will give you half the vertexes that you have selected, here is my settings:

And that's it folks! That�is how to make a toon car!
