This tutorial is going to show you how to finally put your toon car together so everything stays with the body when you move it. To follow the tutorial using the car you should have probably followed the other toon car tutorials, but this tutorial will work with almost everything.
open up the toon car with the windows on it.
In object mode (tab) right click on the windows then hold shift then right click on the car and hit CTRL-P and a pop up will come up with: Make Parent? Click it. so now if you move your car around the windows will stay with it.
Now go into the top view, we need to add the wheels from the other scene so go File - Append then find the file your wheels are in and click it and then it will come up with a list of things, choose object. Most likely you have not changed the name of the tire object so it will be called Circle, so click that then click Append. Once that is done it may have appeared on a different layer (and maybe even inside your car) so check all the layers till you have found it then move it to the same layer by hitting M key then select the first layer. Then hit Okay.

Now align your tire up underneath the front wheel well, you will probably need to scale it to make it look good. After that is done hit Shift-D that will make a duplicate, move that to the back wheel well. now select both tires and hit Shift-D again them CTRL-M and you will need to select Z Local (if your in the top view) then move it under the wheel well. finally select all four wheels by holding Shift and then right click on them and then the last thing you select will be the car body and hit CTRL-P to make it a parent. All of your wheels and windows should now move when you move the car body!
